Local Summaries for Dissenting Patients

For patients who have opted not to have an SCR a local summary can be viewed in Consultation Manager using the National Summary tab. No updates or changes are sent for the dissenting patient. The patient's SCR cannot be viewed and there is no longer a blank summary displayed.
