The eFI tools are accessible from Vision+ Download Web Files provided your Vision system is on SIS 10465 or above. See Downloading Web Files.

The eFI calculator, reports and templates are available to all practices. However, to assist with the GMS contract 2017/18, practices in England have extra lines within the eFI template. See How to use the eFI Template.
